The Cobalt-60 Incident in Ciudad Juarez

    In the ranking of history’s worst radioactive disasters, most people immediately think of Chernobyl (1986), Fukushima (2011), or Three Mile Island (1979). Far fewer know about the major radiological accident that began in Ciudad Juárez, Mexico, in December 1983—an event so serious it is still called “el Chernóbil mexicano.” It involved no reactor meltdown, no explosion, and no dramatic mushroom cloud. Instead, a single abandoned radiotherapy unit set off a chain of contamination that spread cobalt-60 across half of Mexico and into the United States, exposing an estimated 4,000 people and forcing the demolition of hundreds of buildings.

How a Life-Saving Machine Became a Hazard

    In November 1977, the private Centro Médico de Especialidades in Ciudad Juárez purchased a Picker C-3000 teletherapy unit from a U.S. company. The machine contained a sealed source of cobalt-60 (Co-60)—roughly 1,003 curies at the time of purchase—used to deliver high-energy gamma radiation to cancer tumors. The hospital imported the equipment without fully complying with Mexican regulations and never obtained qualified staff to operate it. For nearly six years the unit sat unused in storage.

    By late 1983 the source still held about 450 curies of highly radioactive material. On or around December 6, 1983, a hospital maintenance technician, Vicente Sotelo Alardín (helped by an acquaintance), dismantled the heavy unit so it could be sold as scrap. In the process the source capsule was perforated. Thousands of tiny cobalt-60 pellets spilled into the bed of Sotelo’s pickup truck. The pieces were then sold for a few hundred dollars to the Yonke Fénix scrapyard.

From Junkyard to Steel Mills

    At the scrapyard a magnetic loader further scattered the pellets. Contaminated scrap was quickly sold to foundries, including Aceros de Chihuahua. The radioactive metal was melted and turned into ordinary construction products—primarily rebar (reinforcing steel bars) and table pedestals. Roughly 6,000 tons of contaminated steel entered the supply chain. Some of it stayed in northern Mexico; the rest was shipped to at least 15–17 Mexican states and exported across the border into the United States.

    No one noticed. The pellets were invisible, the radiation silent. The contaminated pickup truck itself sat for weeks on a residential street in Juárez, where neighbors and even children casually gathered around it while it emitted dangerous levels of gamma radiation.

Accidental Discovery at Los Alamos

    The secret ended by pure chance. On January 16, 1984, a truck carrying Mexican rebar took a wrong turn near the Los Alamos National Laboratory in New Mexico. Radiation detectors at the lab triggered an alarm. U.S. authorities quickly traced the load, stopped additional trucks at the El Paso border, and alerted Mexican officials. Within days investigators confirmed that the contaminant was cobalt-60 and that the source was the scrapyard and foundries in Chihuahua.

Scale of the Contamination and Human Impact

    Mexican authorities, led by the Comisión Nacional de Seguridad Nuclear y Salvaguardias (CNSNS), launched a massive recovery effort. They recovered more than 2,300 tons of unused contaminated rebar, inspected roughly 17,000 buildings, and ordered the demolition of 814 structures that exceeded acceptable radiation levels. Contaminated material was eventually buried in a purpose-built radioactive waste site in the Médanos de Samalayuca.

    Approximately 4,000 people received some exposure. Official estimates indicated that about 80 percent received less than 5 mSv (500 mrem), a relatively low dose; 18 percent received between 5 and 250 mSv; and roughly 2 percent (around 80 people) received more than 250 mSv. A small number of individuals—workers closest to the source—received far higher doses, in some cases several hundred rem over weeks. Symptoms reported among the more heavily exposed included gastrointestinal problems, nosebleeds, headaches, and drops in white-blood-cell counts. Long-term health effects, including possible cancers, remain incompletely documented because systematic medical follow-up was limited.

Why It Matters

    The Ciudad Juárez incident is a textbook case of an “orphaned source” disaster—radioactive material that escapes regulatory control and enters the ordinary economy. It exposed gaps in import controls, hospital oversight, scrap-metal monitoring, and cross-border communication. It also demonstrated how easily industrial radiation sources can contaminate consumer products when safeguards fail.

    Unlike Chernobyl, this was not a nuclear-power accident. Yet in terms of geographic spread of contaminated material and the number of people exposed to an industrial radiation source, it ranks among the most significant radiological events in the Western Hemisphere. The fact that discovery depended on a truck driver taking a wrong turn near a nuclear laboratory is a sobering reminder of how close the contamination came to remaining undetected indefinitely.

    More than four decades later, the story of the cobalt-60 that left a hospital warehouse in Ciudad Juárez and traveled through scrapyards, steel mills, construction sites, and restaurants still serves as a cautionary tale: radioactive material does not forgive carelessness, and once it enters the marketplace, the consequences can cross borders long before anyone notices.
