Opened in 1975 as the medical branch of EPCC, the Rio Grande Campus originally had five programs in the field. It later expanded to 12 programs which gave its students an opportunity to enroll into more specialized careers in the medical field. Its original A building belonged to the El Paso Independent School District before it was purchased for its current purpose. It was later expanded with the adjacent B building, which is connected through the first floors. It was later further expanded in the 2000s with Health and Science Laboratory building being completed in 2002 and since then, new buildings have been built or are being rented out by the college. Prior to being part of the Community College, these buildings served various roles throughout the years. Its administrative and enrollment office and little temple buildings originally served as synagogues. One of the other buildings once used to be the home of a TV channel broadcast but now houses classes for the campus.
This branch of EPCC is rumored to have many particular spirits that roam its halls. In the administrative building, there once was a call to local emergency services to respond to a woman stuck in an elevator. The crew opened the hatch and even saw a woman there but when they finally managed to free it open, no one was there. The Queen Anne building is also home to a number of spirits, with a specter of a woman seen looking out on the balcony. There are also a couple of other spirits in this same building, with two children and a homeless man dying in the location in separate decades. The children died of pneumonia in the early 20th century and haunt the second floor, occasionally playing pranks on unsuspecting people. The homeless man died in the basement and is said to stand there menacingly at anyone who walks in there. The original building is also haunted by the ghost of a nurse who roams the halls and can be seen in the school's restrooms. The first floor of the campus is also home to a child who can be seen playing with a ball near the instructor's lounge area. The second floor is also haunted by a faceless specter who was once spotted by security before vanishing into thin air. The little temple that is part of the campus's property is also home to strange phenomena, as shadow figures can be seen roaming in the balcony at night. The school's basement is home to many spirits, some who may have been soldiers whose bodies were stored there in the Second World War.
